An economic and practical feasibility study
It can be done.
A Nordic programme guaranteeing access to food, water, heat, housing and healthcare fits within the economic flows society already manages. Sweden's share corresponds roughly to what the country already invests in its national transport plan.
The heaviest objection has always been economic. Who will pay. We already pay more than that every year, for roads, for defence, for healthcare. Building the foundation for a secure life for everyone costs a few percent of what we already spend. The decisive obstacle does not appear to be physical impossibility, but decision, planning and political will.
Part 1, The Report
The NATO figure refers to the target set at the Hague summit in June 2025. Samhällskontraktet's figure shows the peak of the Fördjupning's illustrative 30-year cost curve, when build and running costs overlap the most. The actual running cost also depends on where the guarantee level is set, a separate political choice not yet made.
We already have everything needed for no one in the Nordics to lack life's necessities. The food exists. The energy exists. The water, knowledge, industry, logistics and capital exist. The scarcity people experience is, to a large extent, organised rather than physical.
Part 1, The Report
Every line item in the calculation behind the build programme is sourced. Where the evidence does not support an exact conclusion, we say so plainly, and such questions are left to feasibility studies and pilots rather than dressing up guesses as facts.
The report is written for two readings. First the citizen section, where you get the full picture without any technical background. Then the cost book, for those who want to examine figures, sources and method in depth.
A standalone deep dive, Fördjupning (Swedish only), picks up where the report leaves off. It answers what the contract costs to run, meaning the ongoing cost on top of construction, how that cost changes over time, who will do the work, and what the path from today's scarcity to tomorrow's abundance might actually look like.

Of course you can also read them as usual, but this is mainly recommended for those who enjoy numbers and technical detail, or for those who want to verify the content manually.
